What it means

tragent reports this at the “Pay” stage. The question there is “Can it pay?” An agent shopping for someone has to be able to complete the payment it was sent to make.

What it does to an agent

An agent that meets this stops: it cannot finish the journey, and the shopper is sent to a store where it can.

How to fix it

Support a delegated payment path (AP2-style cart and payment mandates, or a scoped payment token) so an authorised agent can pay.

Check the fix

Run the check that reported PAYMENT_NOT_DELEGABLE again after the change. The scan needs no account; an issue found during an AI shopping test needs that test run again.
